Unfortunately, you can not do that with commands. You would need an editor or an add-on/mod. Technically you could use a resource pack and just edit the block but you would be getting rid of the block you edit essentially. So unfortunately the answer is no. You could probably look up some tutorial videos on how to use an app to editor an add-on. I wish you luck on figuring it out!
