2. /execute @e[type=xp_orb] ~ ~ ~ setblock ~ ~ ~ fire

The way you have made this isn't ideal as anyone wanting to use it can no longer place survival mode as killing mobs will cause them to drop xp and well your "Molotov's" rely purely on xp orbs. I recommend using something such as a lingering potion and having the area_effect_cloud continuously set fire around it. Nice concept though.

Yeah your suggestion works i hadn't thought of survival. I was just messing with commands and came up with this.
